Bayan kowane babban zaben ana samun rikici wajen raba mukaman siyasa, musamman ma a shugabancin majalisa ta kasa.
Ana kallon siyasa a matsayin yaki ba tare da zubar da jini ba. Kuma sau da yawa, masu halartar harkokin siyasa don neman manyan mukamai suna iya bakin kokarinsu wurin cimma burikansu.
Kamar yadda aka yi tun da aka fara jamhuriyya ta hudu a 1999, haka abin yake ya zuwa yanzu. Ya rage saura kasa da wata guda kafin a kaddamar da majalisar dokokin kasar ta goma, sai dai ana ci gaba da yin taho-mu-gama da neman manyan mukamai a sabuwar majalisar.
A bisa al’ada da na majalisar dokoki, ana sa ran jam’iyyar APC za ta samar da manyan shugabannin majalisun biyu, bayan da ta samu rinjayen kujeru 219 daga cikin kujeru 469 zuwa yanzu.
Ya zuwa yanzu dai, akalla sanatoci takwas ne suka nuna sha’awarsu ga samun shugabancin majalisan dattawa ta 10 hukumar, inda wasu daga cikin manyan ‘yan takarar shugabancin majalisar dattawan sun hada da Sanata Jibrin Barau (Kano ta Tsakiya), Sani Musa (Neja ta Gabas), Ali Ndume (Borno ta kudu) Orji Kalu (Abiya ta Arewa) da kuma GodswillAkpabio (Akwa-Ibom Arewa maso Yamma).
Sauran sun hada da Sanata OsitaIzunaso (Imo ta Yamma), Patrick Ndubueze (Imo ta Arewa), Abdul’AzizYari (Zamfara ta Yamma), Ahmad Lawan (Yobe ta Arewa), Gwamna Dabe Umahi (Ebonyi ta Kudu), Adams Oshiomole (Edo ta Arewa) da sauransu.
Akwai wasu ka’idoji da tsarin mulki ya shimfida kan yadda za a zabi shugaban majalisun dokokin kasa. Amma sashe na 50 (1) (a) na kundin tsarin mulki na 1999 (kamar yadda aka yi wa gyara) ya bayyana cewa “ ‘Yan majalisar za su zabi shugaba da mataimakin shugaban majalisar dattawa a tsakanin su,” yayin da sashe na 50 (1) ( b) a cikin kundin tsarin mulkin kasar ya ce “Mambobin majalisan wakilai ta tarayya su ne za su zabi shugaban majalisan wakilai da mataimakinsa a tsanakinsu.”
Duk da cewa kundin tsarin mulkin kasar bai bayyana irin rawar da jam’iyyar za ta taka kan shugabancin majalisa da kuma rawar da reshen zartarwa zai taka a kan lamarin, amma ana kyautata zaton jam’iyya mai mulki za ta tantance wanda zai zama shugabanin majalisu na 10.
Da wannan ne ake ta kiraye-kirayen daga sassa daban-daban na kasar nan cewa ya kamata jam’iyyar APC ta ware mukaman yadda ya kamata ta yadda za a samu halin kan kasa da kuma cire bambancin addini da kabilanci.
Masu rike da wannan mukami sun yi ikirarin cewa tun da shugaban kasa ya fito daga kudu maso yamma, mataimakinsa kuma daga arewa maso gabas ne, sai a bai wa yankin kudu maso kudu ko kudu maso gabas shugaban majalisar dattawa, yayin da arewa maso yamma wanda aka fi samu kuri’u masu yawa da arewa ta tsaki a mika musu shugabancin majalisar wakilai.

Da yake tsokaci kan hakan, daya daga cikin ‘yan takarar Sanata Ndume, ya ce: “ Ya kamata lamarin ya kasance an yi shi bisa adalci da kuma daidaito. Shiyya kalma ce da ake amfani da ita wajen raba mukamai, amma adalci da daidaito da su ne abin da kundin tsarin mulki ya yi nuni a kai kuma shi ne daidai.
“A duk lokacin da kake neman abu mai kyau, to dole ne ka kalli kwarewa, matsayi, da kuma mutumin da za a bai wa shugabanci.”
“Kasancewar na dauki dogon lokaci a majalisan dattawa na san aikin fiye da yadda ake zato, abin da nake cewa shi ne, duk wanda yake da zuciyar yin wani kudiri, to zai yi duk mai yuwuwa wajen kare mutuncin abin da yake bukata,” in ji Ndume.
Shi ma da yake nasa jawabin, Sanata Barau a yakin neman zabensa, ya ce, “A bayyana ka’idojinmu suke na cewa mai neman kujerar shugaban majalisar dattawa doke ya kasance a bi girman matsayi. A cikin wadanda ke neman kujerar shugabancin majalisar dattawa, ni ne mafi girman matsayi a majalisar dattawa.
“Don haka, ya dace da tsarin mulki kuma a cikin wadanda ke nuna aniyarsu ta tsayawa takarar shugabancin majalisar dattawa, ni na fi kwarewa.
“Matsalar ita ce ta iyawa. Kuna bukatar kwarewa a cikin aikin majalisa kafin ka iya zama shugaban majalisar dattawa. Shin yanzu kuna fifita kwarewa bisa bangarenci? “Daya daga cikin ‘yan takarar da ya fito daga yankin kudu maso gabas, Kalu a lokacin da yake kare kansa ya ce, “Abin tambaya shi ne ko zan iya tsayawa takarar shugaban majalisar dattawa? Amma tsohon dan majalisan wakilai, Dakuku Peterside ya bayyana cewa a kyale majalisun kasa su taka muhimmiyar rawa a cikin sha’anin dimokuradiyya. A cewarsa, abu mai matukar muhimmanci shi ne a samu kyakkyawan shugabanci da kuma mabiya.
Tsohon dan majalisan ya kara da cewa “Nagarta da dabi’un ‘yan majalisa su ne za su tabbatar irin shugabancin da majalisu za su samu. Domin haka, ingancin majalisa ya ta’allaka ne da irin shugabannin da aka zabe. Bin a kidar cewa majalisa dattawa tana da tsaffin gwamnoni da zaratan ‘yan siyasa ba tare da la’akari da dabi’u da nagartarsu ba wajen zaben shugabanni zai matukar illata zauren majalisa, sannan majalisan dattawan za ta kasance wurin yin ritayen ‘yan siyasa idan suka kammala mulki a jihohinsu.
“Ya kamata su duba wadanda za su yi adalci da rikon amana wajen gudanar da shugabanci a majalisa ta 10. Ko kuma idan aka rasa wannan, to majalisa ta 10 za ta yi matukar samun rauni.
Wannan majalisa ce da ta bayar ga dama ga ‘yan majalisa wajen tsaida dimokuradiyya da kafofinta da kuma samun amincen mutane.
Hakan yana faru ne ta yanayin irin shugabancin da aka samu wanda za a zaba jagorori a watan Yuni. Bugu da kari, ya kamata a fara saka cancanta wajen zaben shugabanni. A wurin zaben shugabannin majalisa, to ya kamata a fara duba cancanta bisa ga komi.”
A cewar mai magana da yawun majalisan dattawa, Ajibola Bashiru, jam’iyyar APC mai mulki da kuma ‘yan majalisu, za su dauki matakan da suka dace wajen zaben shugabanni a majalisa ta 10.
Ya kara da cewa APC za ta duba yuwuwar tsarin karba-karba wajen zaben shugabannin majalisa ta 10 kafin watan Yunin 2023.
Da yake jawabi a wani tattaunawa da shi a gidan talabijin din Channels TB a makon da ya gabata, Bashir ya ce, “Shugabanin jam’iyyar APC tare da mambobin majalisa ta 10 za su duba hanyoyi daban-daban.
“Alal misali, akwai ce-ce-ku-cen cewa za a duba addini tun da dai shugaban kasan musulmi ne ko ma mataimakinsa musulmi ne, wannan ba dalilin ba ne da zai sa dole a samu kirista a matsayin shugaban majalisan dattawa da kuma shugaban majalisan wakilai, hakan ba zai iya samun wuri ba duba da irin yadda kan ‘yan siyasa ya rabu a wannan lokaci a Nijeriya.
Duk da kiraye-kiraye na abi zaben karba-karba wajen zaben shugabanmin majalisa da kuma yin la’akari da da samun daidaiton addini a gwamnatin tarayya mai jiran gado, ya zama wajibi a yi duba da shugabancin siyasa ya kasance a Nijeriya tun bayan dawowar mulkin dimokuradiyya a shekarar 1999.
Idan dai za a iya tunawa tun lokacin da aka fara rainon dimokuradiyya a 1999, kasar nan ta samu shugabannin majalisan dattawa har guda tara, wadanda suka kasance biyar daga cikinsu sun fito daga yankin kudu maso gabas. A wadannan zangon shekaru, an samu shugabannin majalisan wakilai guda takwas, wadanda aka kasa su daidai ga kowani yanki daga fadin kasar nan, bai da yankin kudu maso gabas.
A tsakanin 1999 zuwa 2007 lokacin da yankin kudu maso yamma ke shugabanci, yankin arewa mao gabas ya samar da mataimakin shugaban kasa. A tsawon shekaru takwas na wannan zangon, an samu shugabanin majalisan dattawa har guda biyar wadanda suka fito daga yankin kudu maso gabas, amma an samu shugabannin majalisan wakilai a tsakanin mutane uku wadanda dukkaninsu sun fito ne daga yankin arewa ta yamma.
Haka kuma lokacin mulkin tsohon shugaban kasa, Marigayi Umaru Yar’Adua da tsohon shugaban kasa Goodluck Jonathan a tsakanin 2007 zuwa 2015, tsohon shugaban majalisan dattawa, Sanata Dabid Mark wanda ya fito daga yankin arewa ta tsakiya ya rika shugabancin majalisan kamar ta gado. Yankin kudu samo yamma ita take rike da mukamin mataimakin shugaban majalisa, yayin da yankin kudu maso yamma (Dimeji Bankole) da yankin arewa maso yamma ke rike da mukamin shugaban majalisan wakilai.
A yanzu haka kuma shugaban kasa, Muhammadu Buhari ya fito ne daga yankin arewa maso yammacin kasar nan. Haka kuma a tsakanin 2015 har zuwa yanzu, Sanata Ahmed Lawan daga Jihar Yobe da ke yankin arewa maso gabas shi yake rike da mukamin shugaban majalisan taddawa, yayin da shugaban majalisa ya fito daga yankin kudu maso yamma.
Bayan haka kuma, yankin kudu maso kudu ne kadai bai da wani shugabanci a cikin bangaren majalisan kasa, wannan ya sa yankin ya kasance yana da karfi wajen samun shugabancin majalisa.
Amma shugabannin APC za su yi la’akari da wannan ko kuma za su yi watsi da tsakin karba-karba wanda yake taimaka wa yankuna.
Duk abin da APC ta yi, zababben shugaban kasa, Sanata Bola Ahmad Tinubu shi yake da wuka da nama. Shi ne zai yi aiki da shugabancin majalisan, sannan dole ya nuna sha’awarsa na wadanda za su zama shugabannin majalisa ta 10.
