How we gave former agitators long-term opportunities

According to the Office of the Presidential Amnesty Programme (PAP), which is run by Major General Barry Ndiomu (rtd), the office’s current leadership’s numerous initiatives will ensure the socioeconomic sustainability of former agitators and young people in the Niger Delta.

“Under General Ndiomu, a total of eight hundred and forty-seven (847) delegates are undergoing training at the National Information Technology Development Agency (NITDA) in various ICT specialized fields with certification in digital marketing, e-mail marketing, social media marketing, computer appreciation, search engine optimization, as well as technical and computer writing.

In keeping with this, as part of the program’s aviation training scheme, about which General Ndiomu is extremely passionate, the PAP is funding the travel of 75 pilots and aircraft engineers to South Africa and France for type-rating. According to a breakdown of the number, 35 delegates are pilots and 40 are charged for aircraft engineering.

“The launch of the PAP Cooperative Scheme, with an initial seed fund of 1 point 5 billion naira and an additional 100 million naira (100m) operational fund to be managed solely by the ex-agitators, provided a significant boost to that initiative. Justice Francis Tabai, a distinguished lawyer and former justice of the Nigerian Supreme Court, serves as the cooperative scheme’s board chair.

He revealed that the Ndiomu-led PAP had paid contractors money they were owed in order to facilitate the construction of five vocational centers that would offer skills to the teeming youths in the area.

In order to bring the centers, including one that will be located in Bayelsa, up to speed and ready for takeoff, relevant higher education institutions, training programs, and development partners have undertaken spot assessments to re-evaluate existing infrastructure, update software, and service equipment, including those left at Boro Town after it was broken into. General Ndiomu’s management has also paid off all debts associated with ongoing training programs, he insisted.

Regarding cleaning up the PAP database, Akpor said, “Further verification of the payment list revealed that some beneficiaries had multiple accounts linked to their BVNs. A total of 513 beneficiaries had 1370 accounts on the payment list connected to their BVNs. This group of 2601 accounts had additional anomalies, including some accounts that were not linked to their BVNs.

By PAP for the impacted beneficiaries to log in and those who had multiple accounts linked to their BVNs were instructed to select just one account in order to have their payments regularized. “Multiple account fraud has currently been eliminated from the payment list, and a total of 1561 have been cleared and paid in full to date,” he said.

In accordance with the PAP’s vision, he continued, the PAP has employed a significant number of recent graduates from the Niger Delta under General Ndiomu’s leadership, thereby reducing the cycle of dependency and laziness.

“Since General Ndiomu’s initiatives and managerial skill were put into place in September of last year, the Presidential Amnesty Programme has made significant progress. Unfortunately, despite the lies and threats, the Interim Administrator will continue to act in the best interests of the majority of former agitators and the Niger Delta’s residents.”
